Για τη Ρωσία αναχώρησε με τρένο ο ηγέτης της Βόρειας Κορέας Κιμ Γιονγκ Ουν, όπως μετέδωσε το επίσημο πρακτορείο ειδήσεων της χώρας KCNA.

Ο Κιμ αναμένεται να συναντηθεί με τον Ρώσο πρόεδρο Βλαντίμιρ Πούτιν την Πέμπτη στο Βλαδιβοστόκ, το λιμάνι στον Ειρηνικό στη ρωσική Άπω Ανατολή, όπως επιβεβαίωσε χθες εκπρόσωπος του Κρεμλίνου.

Πρόκειται για την πρώτη συνάντηση του Κιμ με αρχηγό ξένου κράτους μετά τη δεύτερη συνάντηση κορυφής που είχε με τον Αμερικανό πρόεδρο Ντόναλντ Τραμπ στο Βιετνάμ στα τέλη Φεβρουαρίου, που ολοκληρώθηκε πρόωρα χωρίς να υπάρξει ουδεμία συμφωνία για το ζήτημα της αποπυρηνικοποίησης.

Ο σύμβουλος επί διεθνών υποθέσεων του Ρώσου προέδρου Γιούρι Ουσακόφ υπογράμμισε ότι η Ρωσία θα είναι το πρώτο ξένο κράτος το οποίο θα επισκεφθεί ο Κιμ Γιονγκ Ουν, από τότε που επανεξελέγη πρόεδρος του Κρατικού Συμβουλίου της Βόρειας Κορέας στις αρχές Απριλίου.

Τις συζητήσεις των δύο ηγετών αναμένεται να μονοπωλήσει το ζήτημα των εξοπλιστικών προγραμμάτων της Βόρειας Κορέας. Αναφερόμενος συγκεκριμένα στο περιεχόμενο των συνομιλιών που θα έχουν οι δύο ηγέτες, είπε ότι θα συζητήσουν διάφορες πτυχές των διμερών σχέσεων, θα ανταλλάξουν απόψεις πάνω σε πολιτικά, οικονομικά και πολιτιστικά θέματα και σε θέματα ανθρωπιστικού ενδιαφέροντος, επισημαίνοντας ότι στο επίκεντρο των συνομιλιών θα βρεθεί η ειρηνική διευθέτηση του πυρηνικού ζητήματος στην Κορεατική χερσόνησο.

Don't Over-Hype The Putin-Kim Summit, But Don't Downplay It Either

The upcoming Putin-Kim Summit tentatively scheduled for sometime later this month shouldn't be over-hyped as a game-changing development like some in the Alt-Media are prone to do, yet it also shouldn't be downplayed as insignificant like the Mainstream Media will probably do too.

The Kremlin couldn't confirm South Korean reports that the long-awaited Putin-Kim Summit would tentatively be held sometime later this month, but all indications suggest that serious preparatory work is being made to have it happen around that time, either before or after the upcoming Belt & Road Initiative Forum that will soon take place in China and see President Putin conveniently traveling to the region anyhow. It's expected that Alt-Media will over-hype this meeting if it does indeed take place, while their Mainstream Media foils will downplay it, though the true significance of that event would likely be somewhere in the middle of both usual extremes.

Russia is pouring a lot of money into modernizing its Far East region and transforming it into an Asian investment hub that could conceivably capitalize on its geostrategic location at the confluence of several of the world's main economic powerhouses (China, Japan, South Korea) and astride the Northern Sea Route that will soon facilitate much more trade between Western Europe and East Asia via the Arctic Ocean than ever before. One of the main connectivity plans that this entails is the construction of a Korean Rail Corridor connecting South Korea to the Trans-Siberian Railway via North Korea, something that might make some symbolic progress during the prospective summit.

This initiative has been discussed for the past couple of years but nothing tangible has been achieved thus far, though a breakthrough might finally be made if North Korea comes to realize the important "balancing" role that Russia is poised to play in giving it a third strategic partner that could help the reclusive country better manage its relations with China and the US. This isn't just talk either, since North Korea is reportedly interested in buying Russian commercial aircraft to modernize its ageing fleet, which would proverbially "put its money where its mouth is" and show its commitment to relying on Russia as its "balancing" partner.

Should the deal go through, then Russia would immensely benefit because it would be much more than just a lucrative transaction. The US might be planning to turn North Korea into a positive example of its "New Washington Consensus" whereby it actually keeps its word and contributes to the rapid development of the country if it denuclearizes in order to rebrand America's reputation abroad and diminish Chinese influence in this strategic state and possibly others. Correspondingly, it would in Russia's interests that global investors travel back and forth from then-former "Hermit Kingdom" using its aircraft and seeing first-hand how high their quality is.

This "demonstration effect" could also improve the reputation of Russia's non-military and -resource exports and help it also rebrand itself too, as well as creating a positive impression that might lead to North Korea's future investors becoming curious about checking out what economic opportunities Russia's nearby Far East could provide as well. This might especially be the case if the Korean Corridor is actually completed by that time because it could allow them to connect their investments in both countries and use this transnational region as an integrated production point for EU-destined goods. That scenario, however, is still some time away from unfolding.

The outcome of the prospective Putin-Kim Summit will therefore reveal exactly how realistic this vision is and whether or not it remains in the realm of geoeconomic fantasy. Their meeting will therefore be far from a game-changing development even if Alt-Media over-hypes the event to make it misleadingly appear as though Russia is a relevant actor in the denuclearization process, but it'll also be much more important than how Mainstream Media will probably downplay it. In short, it might very well be a step in the right direction for both countries, but it'll take some time for both of them to deliver on whatever they might agree to.

Ρωσία και Β. Κορέα στέλνουν ξεχωριστά μηνύματα στην Ουάσιγκτον





Θερμή υποδοχή, με μουσική και παραδοσιακό ψωμί καραβάι, υποδέχτηκαν Ρώσοι αξιωματούχοι τον ηγέτη της Βόρειας Κορέας στο Βλαδιβοστόκ, την Τετάρτη. «Ελπίζω αυτή η επίσκεψη να είναι επιτυχημένη και χρήσιμη», σχολίασε με νόημα ο Κιμ στο κρατικό ρωσικό δίκτυο Rossiya 24, αφήνοντας ίσως υπονοούμενα για την αποτυχημένη Σύνοδο Κορυφής στο Ανόι με τον Ντόναλντ Τραμπ και στέλνοντας στην Ουάσιγκτον έμμεσο μήνυμα ότι διαθέτει και άλλα εναλλακτικά περιφερειακά στηρίγματα προς την ηγεσία του.

«Ελπίζω ότι κατά τις συζητήσεις με τον σεβαστό πρόεδρο Βλαντίμιρ Πούτιν, θα είμαι σε θέση να συζητήσω με συγκεκριμένο τρόπο ζητήματα σχετικά με τη διευθέτηση της κατάστασης στην κορεατική χερσόνησο και την ανάπτυξη των διμερών μας σχέσεων», πρόσθεσε ο βορειοκορεάτης ηγέτης ελπίζοντας να αναδειχθεί σε «σοβαρό πρωταγωνιστή» της διεθνούς σκηνής, αλλά χωρίς να εξασφαλίσει την επιδιωκόμενη ανακούφιση από τις διεθνείς κυρώσεις κατά της Πιονγκγιάνγκ.

Όπως έχει γίνει γνωστό, σε αυτήν την πρώτη Σύνοδο Κορυφής Κιμ – Πούτιν, η οποία θα διεξαχθεί αύριο, οι δύο ηγέτες θα συζητήσουν «το πυρηνικό πρόβλημα» της κορεατικής χερσονήσου. Πολιτικοί αναλυτές ωστόσο συμφωνούν ότι ο Κιμ προσέρχεται σε αυτή τη Σύνοδο χωρίς ιδιαίτερες προσδοκίες. Στόχος του Κιμ να είναι να αναζητήσει κυρίως τη διπλωματική στήριξη της Ρωσίας αφότου οι διαπραγματεύσεις με τον Τραμπ κατέρρευσαν, με τους δύο ηγέτες να αποχωρούν από τη δεύτερη σύνοδο χωρίς καμία συμφωνία. Και να αποδείξει ότι το οικονομικό μέλλον της δεν εξαρτάται μόνο από τις ΗΠΑ.

«Οταν ο Κιμ συναντήσει τον Πούτιν, θα ζητήσει οικονομική βοήθεια και μονομερή χαλάρωση των κυρώσεων. Δεν είναι πιθανόν ότι η Μόσχα θα ικανοποιήσει τις επιθυμίες του», δηλώνει ο Αρτιόμ Λούκιν, καθηγητής του Far Eastern Federal University του Βλαδιβοστόκ.

«Ως μόνιμο μέλος του Συμβουλίου Ασφαλείας του ΟΗΕ με δικαίωμα βέτο, η Μόσχα δεν μπορεί να υπονομεύσει το κύρος της χάριν της φιλίας με τον Κιμ», σημειώνει ο Αρτιόμ Λούκιν. Σε κάθε περίπτωση, η Σύνοδος – την επιδιώκει καιρό τώρα ο Πούτιν – είναι μία πρώτης τάξεως ευκαιρία για τη Μόσχα να αποδείξει ότι σημαντικός παίκτης στην κορεατική χερσόνησο.

Putin and Kim Jong-un. From major applications to weapons exchanges

Russian President Vladimir Putin and DPRK leader Kim Jong-un completed the first meeting at the summit in Vladivostok.


The meeting lasted almost two hours. And this is an hour more than the protocol service intended. Journalists could only watch the greeting of the leaders.

Following the results, several statements were also made. Putin noted that the solution to the conflict on the Korean Peninsula was discussed in detail, and also added that Kim Jong-un is an interesting and informative interlocutor. In turn, the head of the DPRK said that there was a "meaningful exchange of opinions one-on-one on issues of mutual interest on all pressing issues." He thanked Putin "for a great time" and expressed the hope that "negotiations will continue along the same lines, in a useful and constructive manner."

Summit and welcome reception

A reception in honor of the visit of Kim Jong-un assumed the participation of the press. Therefore, there were more informal moments.

As a souvenir, the guests were presented with medals with an engraving of Vladimir Putin and Kim Jong-un. Among the important and interesting statements of this part of the day are:

There is only a peaceful solution to the conflict on the Korean Peninsula, Putin said. Russia is ready to continue cooperation to reduce tensions on the peninsula and strengthen security in Northeast Asia as a whole.

Kim Jong-un expressed the hope that Russia will only flourish. In addition, in his toast, he wished Vladimir Putin good health, and to two countries, Russia and the DPRK, happiness and a beautiful future.
As a personal gift, Kim Jong-un presented Vladimir Putin with a sword. It "personifies the soul - mine and our people who support you," said the politician. In turn, Putin gave UN a coin, as tradition demands. In addition, Kim Jong Un carries with him from Russia a real checker, as well as a set of glasses with cup holders. Such a gift was presented to him by the leader of Russia.

Saying goodbye, the leaders of the two countries shook hands with each other for a long time, smiled, and Kim, while leaving, waved his hand to Putin.

After the summit

Having guided the guest, Vladimir Putin gave a press conference where he placed the accents. He stressed that Russia is ready to convey information about the negotiations to the United States. He also added that the interests of Moscow and Washington on the issue of the Korean Peninsula coincide - the parties want peace, this is not discussed.

“The most important thing is to restore the force of international law, to return to a situation where international law, and not“ fist ”law determines the situation in the world,” the Russian leader emphasized.
